Most jewelry items in any metal can be plated - but not necessarily with Platinum as they generally use a Nickel and gold solution to give the bright shinny finish.
As for costs - you are going to have to talk with your local Manufacturing jeweler to get the best price, because most retail jewelers in the high street or on the mall, won’t do the work themselves, as they farm that work out to the Manufacturing jeweler.
You usually find them upstairs or in a basement or in some out-of-the-way place, as their workshops are not meant to be retail stores - even though they do sell direct to the public.
Try your local directories or even a search on your favorite search engine for local manufacturing jewelers.
They will be able to advise you further - but remember - as with all plating - it will need re-doing from time to time as it will wear off.
